Pennsylvania Sunshine Solar Program Offering Grants
for Solar Electric Installations
If transforming your home into a more efficient and environmentally-friendly place isn't enough, the government is now offering an even bigger incentive for Pennsylvania residents to switch over to solar powered electric system.
The Pennsylvania Sunshine Solar Program will provide $100 million in rebates to help fund solar electric (solar photovoltaic or PV) projects for homeowners and small businesses in Pennsylvania. This program is authorized by section 306 of the Alternative Energy Investment Act, Act of July 9, 2008 Spec., No. 1, (P.L._,No. 1) (73 P.S.§§1649.101 et seq.). Funding may also be provided by the American Recovery and Reinvestment Act of 2009.

Funding will be deployed in the form of rebates for residential and small business projects. Rebates will be awarded on a first-come-first-served basis to approved applicants. Households may receive one solar photovoltaic (PV) rebate for up to 10 kilowatts (kW) of installed PV generating capacity plus one solar thermal rebate not to exceed $2,000. A small business may only submit one PV and one solar thermal application at a time and must complete the project and rebate process prior to submitting another application, which Solar Tech of PA will take care of.
Eligibility Requirements for the
Pennsylvania Sunshine Solar Program Government Grant
Homeowners and small businesses are eligible for this rebate program.
Residential Applicants: Residential applicants must be Pennsylvania residents. The applicant must be the owner of the home where the project will be installed. All residential projects must be completed on the homeowner's primary residence. Vacation homes and investment properties will not qualify for funding as a residential project.
Small Business Applicants: Small business applicants must be a for-profit business located within Pennsylvania. To qualify for small business funding, the applicant must be a separate legal entity with no more than 100 full-time employees. The term includes an agricultural producer of a farm commodity investment properties, hotels, and all businesses that meet the requirements. Solar Tech of PA will complete all the paperwork for your business.
Applicants must not have any outstanding obligations to the commonwealth, including but not limited to outstanding taxes.

Solar Tech of PA will submit a pre-installation application on your behalf. When the pre-installation application has received department approval then a reservation will be made for your rebate.

The Sunshine Program has $100 million in funding. The department expects strong initial demand for rebates. The department will provide spending updates on it's web site so that the public and see how quickly funding is being depleted.

If you are worried about the sustainability of this program due to the current economic situation, there is no need to fret. This program is part of sweeping energy legislation in 2008 and is a cornerstone of Governor Rendell's energy policies. The department intends to continue this program until the funding runs out.

The Pennsylvania Alternative Energy Portfolio Standard (AEPS) requires that an annually increasing percentage of electricity sold to retail customers in Pennsylvania is from alternative energy sources. The program requires that retail energy suppliers utilize Alternative Energy Credits (AEC's) for demonstrating compliance with the standard. An AEC is created each time a qualified alternative energy facility produces 1,000 kWh of electricity. The AEC can then be sold or traded separately from the power. In other words, credits are worth money! If you participate in the Pennsylvania Sunshine Program, it is likely that your system will generate AEC's. However, you must register your system with the Pennsylvania AEPS administrator to start earning credits. Alternative Rebate Program Options for Non-Profit, Local Government, School District, University, Large Business, and other Non-Eligible Entities
Your project may meet the eligibility requirements for one of the department's other rebate programs. Please check out the requirements for the Energy Harvest Rebate and the Pennsylvania Energy Development Authority Rebate. In addition, the Commonwealth Financing Authority (CFA) has approved guidelines for its $80 million solar program.
